Richard Catley
Richard spoke on behalf of the Pirimai Residents Association, asking Council to purchase the Ministry of Education land formerly occupied by Pirimai School and adjacent to the Allen Berry Reserve for use as a public park. The full submission is attached to these minutes at page 27.
Margret Habib
Margret spoke in relation to the Sunday Market of which she is the organiser. Despite its considerable and growing popularity, the Market has been advised by Council officers that it needs to downsize or move location. Margaret stated that three possible new locations have been proposed by council but none of these are considered viable by the market:
· The Vautier carpark has no power or toilets and the market have been told they would have to work around any cars still parked there
· The Ahuriri Park is fully grassed which would not be suitable in winter as the ground would be wet and soft and the stalls would cut up the surface
· Whitmore Park would only be available when the rugby club is not using it.
The market operators want to remain in the current location as it is very popular and well-attended.
Jan Daffern
Jan spoke in relation to the Sunday Market, where she has operated a stall for the last eight years, on behalf of the stallholders and attendees. She advised on recent communications from council, noting that despite the market’s longevity and popularity, when the existing license to operate was due to expire at the end of October 2017, only a three month extension was provided with the advice that the license would then be looked at on a month by month basis. Jan stated that the communications made vague reference to complaints received regarding safety and traffic congestion as the reason for this approach; when the market enquired further it transpired that there were three complaints in the last 18 months, all of which had been rectified. Jan noted that the market hires the Maori Wardens to ensure not only the market but also the surrounding area is overseen. Other options for parking had already been looked at by the market, including the Centennial Garden park (although this was not workable) and the market has been and remains keen to work with council on finding a solution to this.
Jan noted that permanent signage had been installed for the market by council. They are unhappy at the new level of uncertainty around the future of the market and would like this addressed.
Garth Cooper
Garth spoke in relation to the Sunday Market, which he has attended for several years. He noted that markets add vibrancy and social opportunities to a city. The market is an asset to the city, contributing to the family activity options on the weekend and helping build community. The current location connects well to the town centre and the port, and is well attended by residents, visitors and cruise ship tourists.
In response to questions from councillors on the market, it was clarified that:
· The market was given initial advice in September of an event being booked in the location for November and more than six days’ notice was given to the market that they had to move; an earlier email had been sent notifying the market of the upcoming change but the location to move to was not confirmed at that point.
· The market has seen increasing use over the years, even following its move from the centre of Marine Parade to its current and preferred location.

Cr Boag advised that there was an issue of under-representation of Māori on Council which Māori Wards would go some way to addressing. Napier’s history demonstrated that typically Maori candidates do not get voted onto Council. It was noted that Māori are split on the issue, with the results of the extensive public surveying showing a 50:50 split in views held by Māori on the matter. The Māori Consultative Committee also has mixed views; discussions at the committee resulted in the view that early engagement with Council on projects is the most important focus now, recognising that the public needs to be significantly better informed in order to have a truly useful debate on Māori Wards. |
